이번 미국 쇠고기 수입협상은 캐면 캘수록 정말 대책이 없군요.

여기서 제가 주목한 부분은 다음입니다

“우선 2006년 1월 한-미가 합의해서 만든 ‘미국산 쇠고기 수입위생조건’ 2조를 보면, ‘미국의 질병발생과 관련하여, 구제역은 수출쇠고기의 선적전 과거 2년간, 우역·우폐역·럼프스킨병·리프트계곡열은 과거 3년간 각각 발생된 사실이 없어야 하며, 이들 질병에 대한 예방접종을 실시하지 않아야 한다’고 규정하고 있다. 하지만 지난달 18일 타결된 새 수입위생조건에서는 ‘구제역의 경우 과거 12개월, 우역·우폐역·럼프스킨병과 리프트계곡열은 과거 24개월 동안 발생하지 않아야 한다’로 각각 1년씩 단축시켜줬다.”

제가 광우병 관련 OIE 기준을 뒤져본 적이 있어, 이 부분은 그럼 OIE 기준을 충족시켰는지 궁금해서 한 번 뒤져봤습니다.

욕밖에 튀어나올 것이 없더군요. 광우병 관련해서는 OIE 기준을 금과옥조처럼 떠받들고 절대화한 정부가 다른 질병에 대해서는 OIE가 제시한 기준보다도 완화된 기준으로 미국 쇠고기 수입을 허용했더군요.

일단 구제역(FOOT AND MOUTH DISEASE)의 경우 OIE는 과거 1년간 발발이 없으면 청정지역으로 인정합니다. 한국의 경우 이전에는 더 엄격한 2 년을 요구하던 것을 이번에 OIE 기준에 따른 1년으로 수정했군요. 이 부분은 한국이 OIE 보다 더 엄격한 기준을 요구할 수 있다는 전례가 되겠지만, 일단 OIE 규정에 관련해서는 문제없습니다.

우역(RINDERPEST)에 관해서 OIE는 2년 무발발을 청정지역으로 봅니다. 한국의 이전 조건은 3년이었고, 이번에 2년으로 바꿨으니 구제역과 같은 경우입니다.

우폐역(CONTAGIOUS BOVINE PLEUROPNEUMONIA)은 2년 무발발이 OIE의 청정지역의  조건입니다. 한국의 이전 조건은 3년이었으나, 이번에 2년으로 줄어들었습니다. 이 역시 위와 같은 경우입니다.

문제는 나머지 질병들입니다.

럼프 스킨병 (LUMPY SKIN DISEASE)은 OIE에서는 3년간 발발이 없어야 청정지역으로 봅니다. 한국의 이전 조건은 3년으로 OIE 기준과 같았지만 이번에는 2년으로 줄어들어 OIE 기준보다도 완화되었습니다.

리프트계곡열(Rift Valley fever)은 4년간 발발이 없어야 OIE가 인정하는 청정국입니다, 한국의 이전 조건은 OIE보다도 약한 3년이었다가 이번에 더 약한 2년으로 줄어들었습니다.

다른 질병에 대해서는 한미 당국 스스로도 인정하지 않는 OIE기준을 광우병에 대해서는 고집하는 것을 보고 무슨 말을 해야 할 지, 저는 모르겠습니다. 더욱이 일부 질병에 대해서는 OIE 보다도 완화된 기준을 채택했으니 말입니다.

2. a surveillance programme as described in Article 2.2.14.1. has demonstrated no evidence of RVF infection in humans, animals or mosquitoes in the country or zone during the past 4 years following a RVF epidemic.

c. no vaccination against RP has been carried out during the past 24 months,

FMD free country where vaccination is not practised
Susceptible animals in the FMD free country where vaccination is not practised should be separated from neighbouring infected countries by a buffer zone, or physical or geographical barriers, and animal health measures that effectively prevent the entry of the virus should be implemented.

To qualify for inclusion in the existing list of FMD free countries where vaccination is not practised, a country should:

1. have a record of regular and prompt animal disease reporting;
2. send a declaration to the OIE stating that:
a. there has been no outbreak of FMD during the past 12 months;
b. no evidence of FMDV infection has been found during the past 12 months;
c. no vaccination against FMD has been carried out during the past 12 months;
d. no vaccinated animal has been introduced since the cessation of vaccination;
